          First, I would like to clarify I'm not a politician, but a public servant. I came to the conclusion that I cannot criticize our former Sheriff leaders for their vision or mission statements pertaining to the direction of Law Enforcement to the public. Past and current leaders have administered their management styles and have implemented some good strategies and some not so good strategies in solving the crime problems in our county. I plan on changing the management style of the Cecil County Sheriff's Office and continue to build on the foundation that our former Sheriff's leaders left behind.
 
          I've drawn my plan to run for Sheriff from 23 years of work experience as a public servant serving the community as a Patrol Officer, Under Cover Drug Agent and Correctional Officer. I've seen firsthand the attitude of “what's in it for me” and “It's my way or the highway” from Department leaders and fellow officers. This attitude makes controversy, low morale and divided the law enforcement agency which lost sight of the main

goal of serving the public. I've witnessed a smoke and mirror effect from numerous Department leaders over the years resulting in false reporting of criminal activity to the public. I always lived my life by setting new goals for myself after being taught in an early age that if you don't have goals then you're not living up to your dreams and expectations. This sense of goal setting has made me to be a leader and not a follower.

          Since moving here in 1999, I spent a great deal of time talking with residents about the area we live in. This has given me a good sense of how people feel about our local government agencies. I found in most part, people everywhere are similar in many ways. Generally, people want responsible local leaders who will make tough decisions to keep their communities safe, without wasting their tax dollars. They don't mind spending money if they feel it is being properly spent. People also tend to be apathetic to most local issues until they are affected by something in a negative way. Most people simply assume everything is fine unless they are given a reason to believe otherwise. I believe when it comes to knowing what's going on in the streets and our communities there are only two groups of people watching, the criminals and the Police.

          I have served the citizens of Cecil County proudly for 11 years. In that amount of time, I have been granted opportunities to go beyond the traditional duties of a Deputy Sheriff. I have represented the Sheriff's Office as a spokesperson and worked with numerous community groups and am well known for my active support and contribution to the Boy Scouts of America. I have recognized the damage and public risk caused by illegal drugs in our county while serving on the Sheriff's Office Street Level Crimes Narcotics Unit and on Criminal Patrol. I recognize that better than 80% of all crimes committed in Cecil County have a root cause related to illegal drugs and alcohol.
 
          I recognize the importance of conviction, dedication, professionalism, and the strength of genuine effort. I have been blessed with numerous accomplishments and sincerely want to do more. Being the Sheriff of Cecil County opens opportunities to further my positive impact on the citizens of Cecil County. I earnestly desire to serve the citizens of Cecil County as the next Sheriff; to be held accountable for promises made and promises to be kept for years to come. I want to be seen as an investment in the future of our Sheriff's Office and responsible for the continued forward progress of our agency. I want to build on the successes of those who have served before me, and continue to focus on ways to improve. I want our voters and tax payers to recognize that I will devote my genuine best efforts towards making Cecil County a safer and better place to live.

Finally, it is not about how much education I have, how much money I raise, who I know or where I come from, but about having awareness for the needs of others and the challenges they face. It is about my passion for giving back to the community, serving others, improving things, creating new opportunities and making a difference. Currently assigned to the Uniformed Patrol Division, I have a firsthand realistic understanding of the challenges ahead and what is needed for both the Sheriff's Office and the community. I hope that the people who live and work in Cecil County want a Sheriff's Office and a Sheriff who is sincere when he says he wants to reduce crime , and be more accountable to their wants and needs. I hope that the voters of Cecil County see me as a investment in the Sheriff's Office future, one that will continue to grow and prosper through cooperation, commitment, dedication, information sharing and compassion.
